This is Microsoft Edge, the replacement for Internet Explorer

Microsoft has a new browser successor, called "Edge"and it replaces "Internet Explorer", which was fast losing its relevance. Recently announced at the firm's Build conference, EDGE, has a built-in-reader, note-taking and sharing features and Cortana support (which integrates voice directly with the browser).
You can also write directly on webpages and share your markups with others. You can also use the offline reading feature for greater convenience. Microsoft Edge will be bundled in with Windows 10 when it is launched this year.
